Правительство ограничило пошлину на недвижимость

Кабинет Министров Украины ограничил максимальную сумму государственной пошлины за удостоверение договора отчуждения недвижимого имущества площадью до 100 кв. м.

О решении, принятом правительством в среду, сегодня сообщил министр финансов Украины Виктор Пинзеник.

Министр сообщил, что этим решением предусматривается при отчуждении недвижимого имущества площадью до 100 кв. м сохранение госпошлины в размере 1% стоимости, но не более суммы трех минимальных зарплат.

В соответствии с госбюджетом, минимальная зарплата в Украине с 1 апреля составляет 525 грн., с 1 октября она увеличится до 545 грн. и с 1 декабря – до 605 грн.

Строительство энергосберегающего дома в Украине стоит 1500 у.е. за кв.м.

Строительство теплого, энергосберегающего дома в Украине стоит от 1500 до 2000 $ за кв.м. Это приблизительно на $300 дороже, чем в Германии. При этом окупается такой дом в Германии за 7 лет, а в Украине – за 15.

Об этом рассказали участники круглого стола "Энергоэффективность – призрачная экономия", который проходил в Пресс-центре Информационного агентства ЛІГАБізнесІнформ (Киев, ул. Шамрыло, 23).

"Среднеевропейская цена на энергоэффективные дома колеблется от 1800 до 2000 тыс. В Украине стоимость может быть дешевле за счет местных строительных материалов», - считает директор компании ООО "Центр Энергосберегающих Технологий ЭКО" Виталий Поплавский.

При этом дипломированный инженер строительства, Руководитель "Проекта пассивный дом" Флориан Ламмаер отметил, что окупаемость такого дома в Украине намного дольше за счет дешевого газа и электричества.

"В Германии газ стоит на 120% дороже, чем в Украине, поэтому больше спрос на энергосберегающие технологии. В Украине "теплые" дома – это пока не массовый продукт".

Кабмин Украины выступил с инициативой изменить некоторые законодательные акты для того, чтобы сделать ипотечные кредиты более доступными. В частности, предлагают изменить законы "О налогообложении прибыли предприятий" и "О налоге из доходов физических лиц".

"Те, кто сдает в аренду свою недвижимость и не является предпринимателем, должны задекларировать свой доход. - обяснил Владимир Решетник, начальник отдела администрирования имущественных налогов ГНА в Одесской области. - Правда, такой налог уплачивается по окончании каждого квартала, но если налог не был уплачен, можно это сделать сейчас и в срок до 1-го апреля уплатить 15% налога - с доходов физических лиц".

Оказывается, у нас не так уж мало совестливых граждан, которые добровольно заявляют о том, что получает средства от сдачи внаем жилья. Впрочем, если договор аренды был заверен нотариально, то данные об этом непременно поступят в налоговую службу, поскольку нотариусы являются налоговыми агентами. А вот заявлять о продаже недвижимости и, соответственно, получении прибыли при совершении этой операции необязательно.

По словам Владимира Решетника, декларирование доходов - это не только показатель ответственности каждого отдельно взятого гражданина, но и, в определенных случаях, возможность получить некоторую выгоду. Речь идет о налоговом кредите. Например, он может быть предоставлен тем, кто взял ипотечную ссуду. Правда, с учетом ряда условий, к примеру, кредит должен быть в национальной валюте.

Утвержден порядок ввода недвижимости в эксплуатацию

Кабинет министров Украины утвердил порядок принятия в эксплуатацию построенной недвижимости. Согласно установленному порядку, завершенные объекты строительства вводятся в эксплуатацию приемными комиссиями,

создаюшимися на основании письменного заявления заказчика и ряда необходимых документов, направленных в инспекцию государственного архитектурно-строительного контроля, выдававшей разрешение на выполнение строительных работ.

Инспекция рассматривает предоставленные ей документы и в течении трех рабочих дней создает приемную комиссию во главе с представителем заказчика, в состав которой входят представители заказчика, генпроектировочной и генподрядной организаций, инспекции госархстройконтроля и страховой компании, в случае, если объект застрахован.

При этом, согласно порядку, приемная комиссия не может работать свыше 10 рабочих дней со дня принятия решения о ее создания. Сертификат соответствия объекта всем требованиям выдается заказчику или уполномоченному им лицу инспекцией госархстройконтроля на основании акта готовности объекта к эксплуатации, решения приемной комиссии в течении двух рабочих дней со дня его принятия, сообщает ИА «Интерфакс».
